Must be General O’Donnell, with his famous big red hat tucked under his arm? He was compared to the Grand Turk by the rank and file because of it. Most large cities in Spain have an O’Donnell Street somewhere.

The halberdiers José Díaz and Francisco Torán (link shows Wikipedia page; similar to this, but in Madrid — this has an example image) is described by its current-location page (Bing translation keeps the names right, Google translation perhaps reads better).
Note that its different coloration image has them using their right hands. Not sure why, since the above here link lists the page link for its image source. Another coloration, enlarged image can be found here (Google translated). The artist’s Wikipedia page (Google translated Spanish Wikipedia page has more), and tiny collection.
Second of the 2 works by this artist (other one has his full name), that have, so far, appeared in Mr. Melcher’s blog, to also appear here.
