Please understand that “school buses” are not owned or operated by the school district. They are private companies that the districts hire. They are to maintain their own equipment and charge the schools districts with a contract for the year. Schools can’t make the rules for the bus company. They can ask, but unless it’s in the contract, they can’t force the bus company to fix or control students on buses.
