I’m suspicious of Mike. Going back to the beginning of the arc, he came in and announced he was in charge because his boss took a sudden holiday – right after he and Erin had discussed how she never takes a holiday. My guess is that the boss is smiling witlessly into the darkness of a closet somewhere, and Mike is either responsible or knows all about it.
Sounds like that paper’s still short-staffed and under-financed…which sounds about right. But I guess the boon the night hero has brought them still hasn’t exactly worked miracles regardless.
