The question is whether Parker and/or Hart had read Волшебник Изумрудного города (“The Wizard of the Emerald City”), Alexandr Volkov’s Russian translation/revision of “The Wizard of Oz”, one of the most popular children’s books in the former Soviet Bloc since it came out in 1939. In that book, the tornado that carries Ellie (Dorothy) to Magic Land (Oz) was deliberately raised by the Wicked Witch of the East to destroy the world, but it was turned against her by the Good Witch of the North.

I never saw this one, or any with a direct reference to Oz. Love those cartoon tornadoes that aren’t connected to any cloud system.
