The Christian Science Monitor reports that Cain’s 999 plan is basically a flat tax. Certain things like capital gains are not taxed, which pretty much means the middle class is going to bear the burden of taxes. Its basically another version of that Fair Tax you keep peddling around. I’d insert Doughfoot’s quote here, but I’m lazy. I’ll just link to it instead.
