A person in my division when I was on a ship resembles this facet of Broomie. Once he engaged you in conversation (mostly one way), there was no polite way to break it off no matter how hard you tried. I think the medical term is “Diarrhea of the mouth”. He would follow you around even to the head (bathroom in Navy speak)!
