    Russia has an almost perfect track record of adhering to “agreements” – until they don’t.

    Anyone who believes anything Russia says is known in the vernacular as “a tool” – this has been the case right from the Bolsheviks, through the Communists, right to the present-day Russian kleptocracy. – Russians are liars, pure and simple.
