Also Biden during the campaign insisted it was a federal solution and that trump needed to force states to follow federal mandates solutions etc…. So yeah this is squarely on Biden’s own words and actions ( he also said everyone that wanted a test will have a test) but if you follow all things Biden had said no one reverses himself more no one!!

Actually, I think that Biden is playing astute politics here. After a year of fruitlessly trying to create a national response to Covid and being thwarted by Republicans (particularly Republican governors with presidential aspirations), he’s letting the governors lead their state’s responses.
