I’ll take a guess at the meaning. High Tech means interacting with the computer and phone more than interacting with people with the resulting loss of civility. Just a guess mind you, but the artist could mean something completely different, or maybe just wanted to generate a conversation.

It makes sense at first but when you start thinking about it there are so many exceptions that it falls apart…like some of my ‘brilliant’ ideas.
