Either one of those "there"s should be a “here” or this has gone way over my head.

As close as I can come is to think they’re eating fleas off the restaurant employee (waiter?) who’s sitting on the table “serving” appetizers….

They’re often called “apps” these days, especially by the kind of people who say “deets” and “totes” (for “details” and “totally”)… but even on some restaurant menus.

But if so… one of those "there"s would be “here” .. so maybe I’m wrong.
