I read Douglas Adam’s Last Chance to See, and his descriptions of traffic in China. He said they use their horn all the time. I bought the CD-ROM version of the book which has more pictures, and in it you can see this prohibition symbol. Not that it does any good.

If the sign is saying ‘no noise’, it should have been more specific. There is always a ‘Horace’ around.
