Bolton will appear before congress if he is safely protect by subpoena (they made me do it) or it is profitable (helps sell some books). He seems to be just waiting to make his mark in history by being the one that brought down a President without getting his skirts muddy.
I agree with Mr Benson. Bolton, if you don’t show up and tell the truth, may you be cast out and reviled by history forever. People will stop by your tomb to relieve themselves.

Reading an opinion article in the Washington Post, https://www.washingtonpost.com/opinions/2019/11/26/trump-keeps-claiming-hes-king-courts-keep-telling-him-hes-not/, I noted the following statement:
“…if the administration plays the system by dragging things out, Trump could prevent his aides from testifying until a point at which it might not matter anymore.”
In fact, it could still matter greatly!
The Constitution (Article I. Section 3.) says, “Judgment in Cases of Impeachment shall not extend further than to removal from Office, and disqualification to hold and enjoy any Office of honor, Trust or Profit under the United States….”
But that “disqualification” could be very important, even if the judgement is not handed down until after Trump has left office. I.e., if he is not removed from office before the 2020 election, but loses the election, such a “disqualification” would prevent him from running again or holding any official position in the future, whereas a simple dropping of the case would not.
And interestingly enough, the Constitution does not say that either a trial upon impeachment or even an impeachment investigation must necessarily be completed — or even begun — while the person at issue is officially an officeholder.
I believe this is a very important point. If you agree, please make sure your Senators and Representatives are aware of it.
