I am old so maybe there is a twist to this “cartoon” that I just don’t get because of my age. Explain, please?

Y’know how long it’s been since HRC mattered*‍‍ in any way to the political process? Isn’t it risible that some cartoonists cannot get over her?

‍‍* IMO, her recent irruption was at least in part because she doesn’t like  being irrelevant.
