Maybe it’s like the wolf and sheepdog in the Bugs Bunny cartoons, hunting and guarding the sheep respectively. But only after they’ve punched in their timecards. Before that, they’re chummy.

I almost get the impression the Cap doesn’t see Mr. Negato as the same threat as Mr. Negato see the Cap.
