“Pay for itself” is loose talk. For instance, if we avoid 2 Dorian-level hurricanes per year by reducing greenhouse gasses sufficiently, did the cost of that reduction pay for itself? (I’d argue “modified yes” because it’s hard to decide whether weather is directly influenced by such efforts). More to the point, though, if you convert your delivery vehicles to electric, your fuel costs drop dramatically, perhaps dramatically enough so that, with tax incentives and good PR you can recover the costs of buying or leasing such vehicles. And so on for all the things the green new deal discusses.
