Yes, I did read it. Mueller’s presentation to the Grand Jury didn’t even meet the ham sandwich standard.

“The prosecutor may make a public statement explaining why criminal charges have been declined or dismissed, but must take care not to imply guilt or otherwise prejudice the interests of victims, witnesses or subjects of an investigation.”
The above is the national standard at all levels of our system, even for, perhaps especially for the Special Counsel.
Part 2 breaks DoJ rules and tradition that dictates that a prosecutor will not present speculative information if he isn’t going to seek an indictment. This is one of the most important tenets of our legal system and Mueller shredded it.
Mueller and his team presented all that info to a Grand Jury. Do you honestly believe that if a GJ had recommended incitements Mueller would have suppressed that finding? It would have been proudly and loudly included along with his multiple attempts to stir the pot. Based on the allegations in Part 2 I am certain he would have included a GJ recommendation for indictment if he had been able to secure same.
