That’s because he has the Constitution on his side. When these cases reach the SC, if there’s to be a United States of America they will protect the rule of law. The SC will not cede their authority to tiny, or to any other branch of the federal government.

Trump holds the winning hand: the Senate, the Justice Dept., the SCOTUS, and the Military. There are NO enforcement bodies available to Congress (aside from the Capitol building security) that do not go through Trump. Like his hero, Andrew Jackson, he will simply ignore any lawful orders (or Court decisions) he pleases and will say “OK, you’ve made your ruling. Now, try to enforce it.”. The Native peoples and the country as a whole suffered greatly for his defiance (Trail of Tears, longest and deepest depression in the history of the U.S.A.) but he got off Scott free and even graces our money to this day.
Trump will have to be voted out in 2020 with an overwhelming majority (along with the Senate) and it won’t be a sure thing even then.
