Local advertising is inserted into cable channels and YouTube videos all the time. In the wrong hands, that technology can insert that image. Someone did do that before cable and YouTube with radio technology 32 years ago in Chicago, inserting a fake Max Headroom broadcast. No one has figured out who did it or how.
