Could be a damp mouse nest packed inside the ignition housing, like what happened to me. They had chewed the high voltage cable to shreds and woven it into the nesting.
Bah! Lazy Monty and other spoiled softies! The trusty snow shovel was my only recourse (except when I needed a spade to break up ice). The thing I hated was the municipal snowplows that immediately clogged up the driveway again after I had spent a half-hour or hour clearing it….
