Payne once again only looked at one segment of the issue. In this case he forgot to mention that the tariff enacted by Reagan was temporary to give HD a chance to do what they should have been doing all along – reacting to the competition. Then the tariffs expired.
Harley decided to leave long before the tariffs. They announced that last fall. The business share in the US has fallen dramatically while the sales in Europe have gone up. It makes financial sense for them to move a manufacturing plant closer to their market. You can’t blame their plans on Trump, unless you are a radical Dem, then you blame everything on Trump.
