I think I get the joke. You see, the Ninth Circuit wasn’t organized until 1891, but the cartoon says “1866” because that was the year that the 14th Amendment was proposed—you know, the Amendment which guarantees that “persons” (and not necessarily “citizens”) will not be deprived of due process or the equal protection of the laws. So the joke is that the judges of the Ninth Circuit, like most other Americans, have just been knocked out by the bizarre ruling from the Supreme Court (cleverly disguised as the tablets last seen in the hands of Moses, but you know where they came from originally!) and the Ninth Circuit’s “No Travel Ban—for Persons” has been stamped on and no longer applies because “persons” from some countries aren’t “persons” if they are Muslims. At least I think that’s the joke.
Another misunderstanding about a SCOTUS decision by the Trumpettes. The reason it passed SCOTUS this time is because non-Muslim countries were included and there were some rules put in place to avoid the appearance of religious discrimination. But you need to read the statement from Kennedy and the dissents to see that this isn’t the “vindication” that Trump claims it is.
Funny thing is, Saudi Arabia was never on the list which is where the 9/11 terrorists came from. Maybe because of the influence of the glowing orb.

This majority OPINION at SCOTUS should serve as reminder that these “Justices”, CAN BE IMPEACHED if they violate their duty to protect the Constitution.
Along with our notions that all men were created equal, that all men were entitled to equal protection under the law, that all men were endowed by their Creator to certain inalienable rights. Oh well, what did the Founding Fathers know?
