Annie is working on her first SF Novel and she needs to get the laws of physics for her alternate Universe set up.

After all, if your main character is going to Fly and be able to move at almost the Speed of Light when she wants to, you need to know just which Laws of Physics need to be modified to allow her to do these things.

Plan out a means of altering the Universal Constant to better facilitate universal expansion of humanity. Then do it.
