Trump is just preparing the ground for a self pardon, should the need arise. He does not, and never did care about anybody else. He’s someone who’ll throw his family members under the bus to save his own ass.
I appears to be a carefully constructed procedure to anesthetize the public against Donnie’s apparently ‘haphazard’ pattern of pardons, so when he does finally issue pardons to all his fellow criminals, the outcry will at least be muffled, if not muted!
You will also note that Donnie IS NOT pardoning through previously acceptable channels, where HE would have to provide at least a elementary explanation of the “WHY” of the pardon – which leads me to believe that this is a plan “cooked” up by a third party, and not by Donald John Trump! This smacks of a long range plan and therefore was not thought up by someone who has trouble “visualizing” lunch at the breakfast table!
