Comey believed that the investigation into Clinton’s email server was a “no-win” case for him that would further polarize an already deeply divided electorate. He believes he did the right thing. He wasn’t trying to help or hurt either candidate, he was trying to do the right thing. You can come up with different conclusion. Reasonable people might have done something different for reasonable reasons, but that doesn’t mean they did what they did for illegitimate reasons.
Both, considering that Comey handed Trump the Presidency by notifying Congress the FBI was reopening the Clinton investigation but not that the FBI was also investigating the Trump Campaign. Of course the “new” Clinton emails were just old Clinton emails.
