It’s a whoopee cap, once commonly worn by auto mechanics… as in Gomer’s cousin Goober. Made by turning the brim of a fedora up and snipping it to create the crown shape. Usually adorned with random trinkets. There was even a popular song about the things… Whoopee Hat Brigade.
