This all depends on how you break down the money that comes back to a state.
And if this issue bothers you so much, why don’t you push to invert the nation’s tax structure and have more of your tax money go to your local government, less to your county government, less to your state government, and the least percentage go to your federal government? You would have much more control over your government, your money, and your expenditures.
