It has a bit of a storied history, Wikipedia has a decent article on it, perhaps a bit more negative than strictly required. The conventional polygraph is not perfect, either, and there is little evidence that either polygraph is anything like perfect. The conventional polygraph gets a certain cachet from the requirement to pass a polygraph test to acquire a full top secret clearance. From a scientific standpoint, there’s little to separate between this requirement and the recognition of certain governments of the talents of “witch finders”.
Great cartoon! The Tramp managed to read a great FAKE speech written by a pro. His soulless acting was embarrassing: obviously no Oscar material. Alec Baldwin would have done a much better job. So, as Rags says, there’s no way a polygraph test would work on a political Frankenstein like this fraud-in-chief.
