Dumb hits 4 judges? What does that mean? Or am I reading it wrong?

@chithingI believe ‘Dumb Hits 4 Judges’ is a reference to Morse v. Frederick. The case involved a sign (not a rock band) created by a Juneau, Alaska high school student. I think Conley is subversively making a statement about free speech and recreational marijuana use, if you follow his strip closely this seems to make the most sense.
