    Giving someone a “noogie”, to my knowledge, has always been when you take the knuckles on your hand and rub briskly on top of someone’s head. The heat produced causes a bit of a burning sensation. Another use of the word would be to get hit in the “noogies”; aka crotch. Stll doesn’t explain the comic.

    Try the Urban Dictionary since it’s a slang phrase. Basically it means “I don’t care…” as in the phrase “The food tastes bad? Tough noogies.”

    I missed the third definition that ‘statwoman’ brought to my attention. Tough noogies can mean….“Too bad…sorry…you’ll just to have to deal with it!”
