    Democracy should not be rushed- best at small scale first- city councils get people used to the reality of it not its fantasy. Definitely not federal elections first- maybe city elections then democracy structures (such as free press) then federal elections.

    Tucci, I can’t detect irony on your part, so please explain why you are using the word “wog” in your claim that the Arab world is not capable of democracy.This term is used in British English: “a dark-skinned foreigner; especially : one from the Middle East or Far East. Origin of WOG. perhaps short for golliwog. First Known Use: circa 1929.” (Golliwogs were dolls of a Black character that had very exaggerated features.)

    American readers may decide if this word has an equivalent in American English.

    Additionally, if you are looking at Egypt,for example, look at the role of a self-preserving military (hardly limited to Islamic nations) and the massive outside money that has fueled it for many decades.

    Wog is slang word in the idiom of British and Australian English employed as an ethnic or racial slur. Considered derogatory and offensive, it is often applied in reference to dark-skinned or olive-skinned person from Africa or Asia. It can be applied to any darker-skinned people, but is used generally to refer to peoples of the East Indies and India, as well as immigrants or migrant workers from the Middle-East and the Mediterranean.-http://en.m.wikipedia.org/wiki/Wog
