While the president doesn’t “pass” a budget, Harleyquinn is also partially correct with respect to the concept that President Obama was late with his budget proposal. In 1921 the Budget and Accounting Act became law and laid the foundation for the modern budget process, which includes the president’s budget. More recently, the Congressional Budget and Impoundment Control Act of 1974 established a timetable for the annual budget process, which is kicked off each year by the presidential budget submission. The Budget Act specifies that the president’s budget should be presented to Congress on or before the first Monday in February, which generally coincides with the timing of the president’s annual State of the Union Address.In that sense, President Obama failed to present his budget on time.
The President issues a budget PROPOSAL, the HOUSE (Boehner’s job he’s ignored) creates an actual budget and forwards it to the Senate. From that point, the two houses of Congress negotiate (well not with Republicans around) a resolution that becomes the actual budget. HUNDREDS of “filibusters” from the Republicans in the Senate do NOT make it Harry Reid’s fault. (Though I don’t care for either Reid or Pelosi when it comes to “leadership”, at least they haven’t been like Boehner and McConnell, holding out for what is NOT AT ALL in the nation’s “best interests”, rather only “corporate citizens” profits are on THEIR agendas.)

The republican party is largely a collection of cretins who bear most of the responsibility for the economic disaster that befell the country. The cartoon merely displays their relentless attempt to insure that things don’t improve under Obama’s leadership. The fact that they didn’t win the election and lost seats in the Senate appears to have no bearing on the relentlessness of their need to blame Obama for what they caused.

But what I am really trying to do is to attempt to bring a degree of civility to these comment boards (a task that at least some would consider totally impossible at the very least). Please do not take that so personally, if I could do it with all of the less than civil comments here by both extreme sides of the political spectrum, then I would do that. But that would not take just a mere man, but a God, and that I am definitely not!
I am not being conceited when I tell you in all loving kindness that perhaps you could consider yourself at least somewhat honored that I am even trying with you, as some here I could not even do that with!!
