    DC Mayor Vincent Gray has floated a plan to replace the DIstrict’s trash and recycling cans. However, Gray is burdened by corruption allegations and is almost certainly getting the boot in the next election, so the city council has been refusing to fund his ideas. There, now you know.

    I don’t know how DC handles trash collection, but around these parts, you choose from a handful of authorized private companies to collect your trash. It’s one less thing the city government has to worry about, and the private companies are responsible for the cost of providing trash cans.

    Do people complain when Ben Sargent does cartoons about the Texas legislature, or Tony Auth does cartoons about Philadelphia? If they do, I haven’t seen it — only Toles seems to attract this kind of grousing.

    I called my private trash service for a new recycling container after they broke the old one, and they decided it wasn’t their responsibility. I ended up buying something bigger because stores don’t sell the same one.

    Because, like most fully-employed cartoonists, he is attached to a specific newspaper, in this case the Washington Post. They expect him to do locally germane cartoons as well as national. This is normal practice (indeed, Toles did Buffalo-specific cartoons when he was there). Gocomics just puts them all up, regardless.

    In the city I live near, all the garbage trucks are able to be fitted with plows in winter and do double duty when it snows. What private garbage company will take on that added task, and how much will they charge extra for it? There are over 120 miles of public street and they all need to be cleaned in about a one day period.

    One excellent (non-political) cartoon was in ’84, showing a demon (flames, cave, tormented souls, etc) talking into a wall phone, hip deep in snow: “The Cubs and Padres in the NL Championship? That explains it.”

    The city ordinances here mandate a minimum number of authorized companies to spur competition and keep prices in check. When one company bought out another, the city had to authorize another company to offer services. Trash and recycling is scheduled by “districts.” In my district, the company I pay picks up trash on Mondays. The company my neighbor pays picks up on Tuesday. Other neighbors have theirs picked up on Thursday.
