It's the End of Civilization as we know it. A mutagenic plague followed by a global war fought with disintegration weaponry has left much of the Earth a desert of fine powder and what remains of humanity fragmented into humans, animal-like mutants and bloodthirsty monstrosities with lots of teeth. The surface, still teeming with the mutagenic virus, has become the domain of the dreaded Topsiders; well-organized, technologically advanced, and heavily armed un-mutated humans sworn to exterminate mutations of any kind in order to clear the way for the eventual resurgence of a new, genetically clean humanity. Faced with annihilation, mutants and "impure" humans have retreated into the depths of the planet to form communities and hope to win, or at least survive, what may prove to be mankind's final war. Endtown is the continuing story of one of those communities.

So…it appears that the Jackrabbit and his ilk have counterparts in Panda and his group with the opposing viewpoint who are just as quick to sacrifice someone for their cause. Unfortunately that makes sense. Even worse, it’s usually never about the “cause” but more about empire-building.

It seems that Aaron understands the political motions better than I do. I have been rooting for compassion. Not going to happen unless some powerful truth and a few food sources disappear . A fight among the other underground cities could change everything. Goona have to be a big bang though. How is it that power changes to pomposity so soon after gaining the power?

Consider their dilemma. They are now only partly human, but are desperately trying to keep their remnant humanity. No one is sure what form life should take.
Some are bound to go overboard in trying to hold onto that humanity.
And indeed, there is the cannibalism problem. Even if someone is willing to provide for others, when does it become “expected” and thus the person providing milk, eggs, etc., essentially become a slave to the community at large?
That awful scenario is likely on the minds of people like the panda. He may well be extreme, but once some of the public in endtown are reduced to serfdom/slavery/etc. for the production of foodstuffs, it’s the worse form of dehumanization, taking them back to 1800s eastern Europe where the average person was a slave/serf. One can understand why they would go overboard to try to prevent part of the town enslaving the rest.

And then there is the other extreme, who want to abandon all humanity, like Mr. Jackrabbit.
It’s a wonder that Endtown has survived, given the psychological duress the average person there would be under. Neither human, nor animal.
