Dilution is the solution. Just like he got rid of the waste coming out the tailpipe of the truck.
Nothing made it to the city dump, it all blew out in the neighborhoods on the way to the city dump

Stuff seldom leaves garbage trucks in route anymore… But high winds will blow plastic bags out of the active part of the dump for miles…. ending up in trees…. ! ! !
