You don’t want cement to dry, you want it to set, which requires that it stay wet. Besides, they are talking about either concrete (for the footings) or mortar between the stones. In both cases, portland cement is only one component. The other ingredients are necessary to making a strong, durable end product. A pure cement sidewalk would last about a year.
