If you are already eating food in a public washroom, then I cannot see what harm it would do. There is probably nothing on the floor that is not in the air as well.
My corollary to the rule has always been that you have to know the floor – your own kitchen floor? Recently cleaned? etc. In the scenario shown here, just the thought of eating off that floor makes me gag; I’d rather eat the eclair George took from the garbage can on “Seinfeld.”
