Reagan at the wall in Berlin, was just a “photo op” as well, as the Soviet economy was crashing without our help, just as our own actually was under “Reaganomics” theory. (Our overzealous absurdity on “defense” spending indeed hurt most of our citizens, just as the Soviet competition hurt them. Hmm, they invaded Afghanistan, we invaded Afghanistan, that country is still a mess, and it appears our efforts caused far more damage in the long run.)
He said he wanted Congress to act and the response was “are you going down there?” His response was that to do that without being able to actually get the congress to do anything about the situation would simply be an empty gesture..As far as I know, you don’t need new laws to stop and talk to people in the course of your job. Or to take vacations, even if you take far fewer of them than your predecessors.
