He was waiting for her to drop the cream where he can lap it upon (then she’ll freak out over dog germs and ground germs mixing with one another).
At least Lucy didn’t drop the cone, but did she or didn’t she burp in panel #2?
I’m thinking there is a bit of time expired between the first two panels, during which Snoopy just sits patiently awaiting a possible treat..Of course, given who is eating the ice cream, Snoopy is wasting his time..Poor Snoopy…

Poor Snoopy! I know it’s Lucy but still . . . she should really have a heart here! Doesn’t she know that dogs absolutely love ice cream cones?!?
