To go with Lin and Tue, I’ll emphasize that Santa is not American. I wouldn’t be surprised if the NSA or CIA try to shoot him down for flying an unregistered aircraft through American airspace and send drones up to spy on or attack Santa’s village. I wonder if a lot of feds get coal in their stockings. (all lighthearted comments of course)

The IRS has no jurisdiction outside of the USA. If he lives at the North Pole, Santa is Canadian.

IRS can take a leap, the North Pole is not in the USA. The workshop is probably on Kaffeklubben Island operating with cloaking technology.
