I think it would make more sense if Panel 2 said, “So I mustn’t call a policeman ‘Mule?’” and Panel 3 should say, “Er, Judge, is it OK if I call a mule ‘policeman?’” and the judge says, “Yes! You may call a mule ‘policeman.’” The translator messed up somehow.

I’m pretty sure its right, jeff was just mixing it up on purpose and confused the judge he then got permission to call the policeman a mule.
