I think it would make more sense if Panel 2 said, “So I mustn’t call a policeman ‘Mule?’” and Panel 3 should say, “Er, Judge, is it OK if I call a mule ‘policeman?’” and the judge says, “Yes! You may call a mule ‘policeman.’” The translator messed up somehow.
