It is actually deceptively difficult to properly heat/cool a building. Air flow is key and heating /cooling tends to be static in a lot of places. Then do something like add or remove a bunch of offices (or cubes) and suddenly someone if being cooked alive in one side of a building and another is freezing to death. Add the human element and you have a big headache for building maintenance….and a reason a lot of those thermostats around the office don’t actually do anything but provide a placebo effect.
