I once got rear-ended at a traffic light by my insurance agent. To make matters worse ( for him ) it was witnessed by two cops who were friends of mine. I didn’t need a lawyer to settle, that time!
Was rear-ended at a light a long time ago. My old pickup had a little dent, the fellow that hit me had a some more damage. We pulled over and discussed the situation. I told him it was his decision whether to call the cops because he was the one who had the damage. We didn’t notify anybody.

My son was making a left turn and got smacked ny cop cruiser, he got hosed no settlement by PD or city. Defund the police!
