Woodrow Wilson began giving State of the Union Speeches in person before joint sessions of congress after he took office in 1913. Prior to that, almost all presidents had delivered this constitutionally-mandated report from the executive branch to the legislative branch in WRITING.
After Wilson started this precedent, every subsequent president also delivered their annual messages in person, soon adding radio broadcast and later television coverage, taking advantage of an opportunity for free publicity and a chance to spread their message.
While a government shutdown is in place, this free PR opportunity is NOT AN EMERGENCY.
Trump can deliver his message in writing, as most presidents did prior to the 20th century, or he could give it from the Oval Office, or the Republican senate could see if they can cram 535 legislators into a chamber made for 100.
Or Trump can end his childish tantrum, decide that HE is the president, not Ann Coulter or Rush Limbaugh, and stand by the deal he had previously agreed to (until talk show hate-media hosts told him he was a bad little boy), that the Senate had already agreed to UNANIMOUSLY, and end this shutdown.
Oh yeah, he said he would be “proud” to own, that HE would shut down the government, that HE would proudly “take the mantle of a shutdown” and that he would not blame the Democrats.
It is the Trump shutdown and, no, he won’t get his free PR until he opens the government for everyone else.
