fennec: I recall that in 2002 a loya jirga was held to choose the transitional government that got Karzai in (I was following Mohammad Zaher Shah’s return actually).
I got the impression it was more like an emergency referendum style council meeting of sorts.
If a loya jirga is held with recognised tribal leaders, yes, then I also wonder why the loya jirga wasn’t preferred .
