I do not underdtsnd this strip. The kings behavior remindes me of Snow White. What means “APB”? And is the Lautrec reference because he was short too and not the kindest person?
For those like myself who didn’t get this and had to google it, Henri de Toulouse-Lautrec was a 19th-century French painter, illustrator and poster artist, known for his atmospheric depiction of the Parisian underworld. Besides his work as an artist, his diminutive height (4’8"), and scandalous behavior in society brought him great notoriety.

This comic didn’t age very well, did it? Toulouse Lautrec was dead seventy years before this comic was even written!
