While there are cultural differences in people’s behavior, there are some absolutes for any civilization to survive. Belief in a power greater than yourself is a good start; the role and power of the family is probably next, but also mores against the destruction of the family unit by others; not murdering or stealing of course as those rights must be respected along with not telling lies at all but especially in an official capacity. It’s basic but most cultures and civilizations had these basic mores…..
