Maybe the real power steering failed. Genuine non-power steering cars had lighter steering gears and were easier to turn relatively speaking. A power steering gear that has NO assist due to a failed pump is super difficult to use.
The first cars I learned to drive had manual steering. Once the car is moving, it does not take much to steer. When it is stopped, that takes a bit of effort to turn the wheel.

Why is power steering easier? Steering with no power steering should be the power steering.
Steering with power steering should be sissy steering.
