The fall of the Soviet Union, and the collapse of Russia’s post-USSR short-lived democracy, harkens back to the collapse of the Roman Empire. The latter, of course, had many contributing factors, but one of the most prominent was Rome’s inability to establish a successful system for the transfer of power to a new emperor — other than by assassination or military coup. Yeltsin promoted Putin but there were few other potential choices available with the administrative skills, albeit a total lack of empathy or democratic experience. Russia in the late 1990s was doomed to fall into chaos or survive as a new autocratic state, and received too little help from the West to prevent it.
