    Broadly true for the international (E. Europe declaring independence from the USSR w/o the Brezhnev Doctrine being used, disarmament agreements with the US, and the peaceful reunification of Germany), but not so true at home. The initial surge in Afghanistan to “win”, sending troops into Azerbaijan (Jan. 1990), attempting to crush revolts in Georgia (April 1989) and Lithuania (Jan. 1991) showed that what he was willing to “allow” in E. Europe was not to be accepted in the USSR. After the failed coup attempt (Aug. 1991), and with little real power left (Yeltsin was the power by then), he agreed to the dissolution of the USSR. His “peace” legacy is a bit more complicated.
